School Employees Union Files Charge

School employees Union at troubled Inglewood Unified School District files Unfair Labor Practice Charge against District for Failure to negotiate lay-offs of Security and Custodial Staff


The California Professional Employees has filed an Unfair Labor Practice Charge with the Public Employees Relations Board (PERB) against the Inglewood Unified School District.  The union contends that the district failed to negotiate on the implementation and effects of a massive lay-off of security and custodial staff.  Earlier this year, State Trustee, Dr. Don Brann approved the lay-off of all the Campus Supervisors, the front line security at the district and all plant managers.  The Union is upset that Dr. Brann reversed his action from 2013.


“Campus supervisors and plant managers are essential employees to ensure clean and safe schools in Inglewood and cutting will only hurt Inglewood’s recovery” stated Christopher Graeber, Field Representative for the Union.


Last year, the layoff of these two large classifications of classified employees was approved by the previous Interim State Administrator, LaTanya Kirk-Carter over the protest of scores of classified employees.  The membership protested these cutbacks at several school board meetings.  In addition, the union had organized an on-line petition and calls to State Superintendent Tom Torlakson to reconsider this decision.  In July of 2013, Dr. Don Brann was appointed by the as the new State Trustee for IUSD.  The union lobbied him to reverse this ill-conceived decision. The union explained to the essential role Campus Supervisors play in the safety of Inglewood students and that without these key employees parents may not enroll their students in Inglewood Schools.  In September of 2013 Dr. Don Brann reversed this decision and restored the cuts of the campus supervisors and the plant managers.


The California Professional Employees, Local Union # 2345 is a local union of the International Union of Painters and Allied Trades, AFL-CIO.  The Union represents the 550 classified employees at the Inglewood School District.  Classified employees are the support staff; custodians, office workers, food service, instructional aides, police and maintenance workers.
